In 1971, the park system refurbished this section of the canal and reportedly intended to refill the canal and display a replica canal boat in it. Unfortunately they discovered that the clay lining of the canal had been damaged by sewer line placement and the canal would not hold water. This dam structure had been created to facilitate water management in the restored canal section.
